Its quality depends on a positive result of the state examination; the purpose of which is to identify compliance with the requirements of the design documentation of building regulations.

Pre-development involves a set of procedures for the ongoing feasibility study on construction activities and obtaining the rights for the construction of a particular object. It involves gathering the necessary information about the planned construction site, as well as identifying potential problems that can be resolved before the formation of the design documentation. Pre-development allows analysis of possible risks, thus saving money for the subsequent implementation of the design.

The methods of organization depend on various factors:

  • sources of financing for development.
  • ownership of the building site.
  • object designation.
  • territorial (regional) location of the object.

Pre-development is done in a specific order: firstly organizational work is carried out, then diagnostic testing of systems and development of technical specifications. Once created, project documentation will contain possible technological solutions; especially the implementation of future work and technological equipment. When finalized, the size of the area for the location of the construction equipment and the basic architectural and planning decisions will be based on further project documentation.

The result is a competent pre-development agreement with the public authorities for the construction of the object according to the project specifications. These are drawn up on the basis of the measurement of land and approval of project documentation.
